Once Mueller was appointed to investigate obstruction of justice, Trump moved into a "second phase" of attacks, including "efforts in bot public and private to encourage witnesses not to cooperate with the investigation." (Page 7 of the obstruction section, page 2019 of the PDF)
Mueller's conclusion on obstruction, which Barr explicitly overruled: "if we had confidence after a thorough investigation of the facts that the President clearly did not commit obstruction of justice, we would so state ... we are unable to reach that judgment." (Page 220 in PDF)
