1. Mueller was actually pretty clear with what he thinks about Trump and obstruction but had to dance on the head of a pin to respect certain conventions.

2. Mueller says that it’s not fair for him to say Trump is guilty of obstruction because of the DOJ policy against indicting a sitting president. So if Mueller said it there is not process for Trump to defend himself (i.e. a trial)
3. But Mueller says that if he believed Trump had NOT committed obstruction he would say. And Mueller is NOT saying that.
So as a matter of grammar & logic it’s clear Mueller thinks Trump is guilty of obstruction.
