Trump seems to think the census is what the government uses to keep track of individuals or to spy on people. That's not how it works. The census keeps individual information strictly private for 72 years after census day. census.gov/history/www/fa… 
But seriously, might this tweet be relevant to the SCOTUS deliberations about the citizenship question? It points to the illegal if not unconstitutional intent behind the question. The census is forbidden to provide information about specifically *who* is in the country.
Everyone with a brain knows that Trump is trying to use the census question to intimidate undocumented people and produce an undercount in the districts where they live so as to starve those districts of funding.
Weaponizing census takers to play a role in the “war against the illegal invasion” is totally something Miller would advocate. Will the census bureaucracy cooperate? Stay tuned.
