Not to defend the Ontario government's cut to public health, but the City of Toronto could make up the lost funding by increasing property taxes by less than 3%. The city would still have the lowest property taxes in the GTA.
According to KPMG, a parking tax in Toronto would generate between $171-$535 million per year. The public health cuts the province is implementing are estimated at $100 million per year. toronto.ca/legdocs/mmis/2…

Or, hey, forget taxes. Toronto's parking authority brings in $166 million in revenue per year, while setting parking rates at 75% of market. If they simply charged market rates, that would generate an extra $55 million. This is low hanging fruit.
My point: if the city wants the province to stop treating it like a little boy in short pants (Mayor Tory's words), it should stop acting like a little boy in short pants.
