Is there any indication of a possible Republican plot to go through the motions of investigating #TrumpRussia, & then concluding that a conspiracy didn't occur?

Let's examine possible evidence of this plot.
On 3/26/2018, (1 year before the #MuellerReport), after 1 year of investigation the then Republican lead House Intelligence Committee released their highly redacted report on #TrumpRussia, "Report on Russian Active Measures, March 22, 2018".

The Republican members of #HouseIntel shattered their commitment, and rushed to end the investigation after only one year. The same as the Special Counsel investigation was ended prematurely by AG William Barr on 3/22/2019.
The Republican-lead #HouseIntel #TrumpRussia report ignored a lot of evidence of conspiracy between the Trump Campaign & the Kremlin.

The report cursorily repeated assertions of Trump being innocent of working w the Kremlin to hack #Election2016, despite voluminous evidence.
3/26/18, Democrats on Repub-lead #HouseIntel released their assessment of #TrumpRussia, "MINORITY VIEWS".

They concluded the Trump Campaign demonstrated a "consciousness of wrongfulness" in their pattern of deception abt many meetings w Kremlin agents.

Unlike the #HouseIntel Republicans, #HouseIntel Democrats declined to capitulate to a suspiciously conformist Repub cover-up of #TrumpRussia, & actually applied deductive reasoning to the actual evidence. Thereby, constituting a more legitimate assessment of the investigation.
On 5/16/2018, the Republican-lead Senate Intelligence Committee also declined to examine the voluminous evidence to the Trump Campaign conspiring with the Kremlin, and issued a parallel cover-up report that concurred with the Republican-lead #HouseIntel report.
On 5/18/2018, the lead #SenateIntel Dem, Mark Warner, declined to assist the #SenateIntel Repubs in their #TrumpRussiaCoverUp attempt, and declared that the evidence presented to #SenateIntel very likely indicates that a #TrumpRussiaConspiracy occurred.

Then, on 3/22/2019, the #SpecialCounsel appointed by Rod Rosenstein (R), ended it's #TrumpRussia investigation, (prob prematurely at the request of Trump's AG William Barr).
The #SpecialCounsel investigation was lead by Robert Mueller (R), & interestingly concluded, (despite incredible amounts of evidence), that the investigators never discovered conclusive evidence of the Trump Campaign conspiring w the Kremlin.

Interestingly, the Special Counsel also concluded that charging a sitting President with a crime wasn't possible, and then declined to apply deductive reasoning to any of the evidence gathered from #TrumpRussia witness, analysts, and conspirators.
It is improbable the #SpecialCounsel's conclusion was authentic, considering the evidence of #TrumpRussiaConspiracy presented in the #MuellerReport itself.
Therefore, did the #MuellerReport capitulate with Trump-controlled AG Barr & Deputy AG Rosenstein, the Republican-controlled #HouseIntel, & the Republican-controlled #SenateIntel, as a mutual conspiracy between government officials that are also Republican Party members?
Also, with all the #TrumpRussia evidence gathered at this point in time, the now Democrat-controlled #HouseIntel can release their own updated #TrumpRussia report, accurately concluding that a #TrumpRussiaConspiracy did occur.
