The fact that you don't really need to check which party this guy represents says it all. One party simply does not want Americans to vote.
This is not some obscure bill that is not going anywhere. It passed the TX Senate, and is a priority for GOP leaders to pass.

The bill is problematic reasons, but it illustrates the utility of administrative burdens in allowing wildly irrational claims, e.g. helping a voter get to the polls somehow poses a risk to the integrity of the election.

Its voter suppression, pure and simple.
If you are too poor to own a car, too old to drive, or disabled, the Texas GOP wants to make it harder for anyone to help you to get to the polls.
Lets not pretend there is any defensible policy reason for this.

Reminder: Texas was subject to preclearance provisions under the Voting Rights Act, meaning the state needed federal approval for such electoral fixing.
Until SCOTUS struck down these requirements on the grounds that things had change and preclearnce was no longer necessary.
The TX bill would also make it a felony if you made an error on a voter registration form. TN is doing something similar, following the lead of FL. In our book on administrative burdens we talk about how this basically made voter registration drives impossible, hurting Dems.
