Let me share you one thing which some of the Countries may already be doing (Singapore has started) to improve the Learning for the workforce/Civil Service.

Given the penetration of Technology and the Internet, we must actively take its advantage.
Let start with an appreciation of @PITB_Official & @SchoolEduPunjab for developing an App for School and Teachers.

I will limit myself to discuss it to the extent of Teachers only.

They created a personalised account for all teachers with their primary data which was editable
Now see this app or such an app as a connection between:

A Teacher & The Department
A Police staff & The Department
An employee & The Employer
A Civil Servant & The Govt
A Nurse & The Healthcare commission
A paramedic & The Healthcare commission
and so on.
Taking Civil Servant & The Govt, I will discuss the next few items.
Taking into consideration the Scale of Economy just like Citizen Portal, A Federally managed app connecting citizen to Provincial & Local Govts.

I propose an App Managed under the authority of @PresOfPakistan
Under the authority of @PresOfPakistan and managed by Federal Establishment Division and supported by all be provinces. Or any other better arrangement.

just Like SIS Punjab, develop accounts for all the Grade 17-22 and Management Grade staff in the Service of Pakistan.
Create a default profile of each officer
including his employment/Posting history since induction, receiving any & all the benefits in Cash or Kind form the state, All the leaves he is entitled to and availed, The Deductions made from his salary on any account, Training etc
When an Officer Login to his account, he should be able to see all of the above info and others related.
I am very very convinced that this is technically possible. we can do it by the grade of the officers, to make it manageable in terms of volume.

Having done the above, ++
Communicate every info to the officer from this app.
Salary notification.
Leave application, approval
New posting,
New training course etc.

Then there is another thing which I want to stress mainly.
In the same app provide content for "Self Learning" call it Self Learning Programme. Singapore Govt has adopted similar for its Civil Servants.

You are required to Spend 10 minutes a Day.
Watch small bits of videos. (no longer than 10 minutes).
Type of content and procuring content is the critical item in this programme.

let me brief a bit on that.
procure the content from any individual or institute...at any time on a standard cost. Say For Rs 1000/video of 10 minutes.

Here is how it should work:
Just like you do a tweet or a Facebook post.

Create a Video content
Submit your content
Govt review the content
Govt accept or reject
Govt pays the standard price
Content is available to all app users.

Seems fine?

Quality of content is a concern. Let me tell how to manage
Develop "Standards Of Content Development" giving the minimum standards to accept the content
Like Quality of video,
Quality of the content,
the authenticity of the content
Research references to the content
the relevance of the content
and so on.
This way we can allow the quality content to be available for our Civil Servants and other staff Like Teachers, paramedics, Police, Judges, Municipal officers and so on.

The diversity of the content should be important.
Filterable, related and priority content as per Job.
Make it mandatory for each staff to daily Spend Minimum 10 Minutes.
Must spend every day.
Make this part of their performance review.
Push them to learn from this selected and exclusive data source.
Keep the content updated and modern.
This continuous and self-learning benefit govt in many ways.
Selection of the content must be careful with one agenda in mind - to upgrade the skills of the officers.

Expose them to the new ideas and innovations happening in the world.
Give them an opportunity to learn
if an officer spends 10 minutes a day in learning and he must do it every day of the year.

By the end of the year, he will accumulate 61 Hours of learning which is more than his working hours a week.

it's a lot.
Other features in the same app we can include is of
Opinion Survey
Whistleblowing
Re-reimbursement claims
and other HR related items.

My main focus is learning though
