Let me share you one thing which some of the Countries may already be doing (Singapore has started) to improve the Learning for the workforce/Civil Service.
Given the penetration of Technology and the Internet, we must actively take its advantage.
I will limit myself to discuss it to the extent of Teachers only.
They created a personalised account for all teachers with their primary data which was editable
A Teacher & The Department
A Police staff & The Department
An employee & The Employer
A Civil Servant & The Govt
A Nurse & The Healthcare commission
A paramedic & The Healthcare commission
and so on.
Taking into consideration the Scale of Economy just like Citizen Portal, A Federally managed app connecting citizen to Provincial & Local Govts.
I propose an App Managed under the authority of @PresOfPakistan
just Like SIS Punjab, develop accounts for all the Grade 17-22 and Management Grade staff in the Service of Pakistan.
including his employment/Posting history since induction, receiving any & all the benefits in Cash or Kind form the state, All the leaves he is entitled to and availed, The Deductions made from his salary on any account, Training etc
I am very very convinced that this is technically possible. we can do it by the grade of the officers, to make it manageable in terms of volume.

New training course etc.
Then there is another thing which I want to stress mainly.

procure the content from any individual or institute...at any time on a standard cost. Say For Rs 1000/video of 10 minutes.

Govt pays the standard price
Content is available to all app users.

Quality of the content,
the authenticity of the content
Research references to the content
the relevance of the content
and so on.
The diversity of the content should be important.
Filterable, related and priority content as per Job.
Must spend every day.
Make this part of their performance review.
Push them to learn from this selected and exclusive data source.
Keep the content updated and modern.
Selection of the content must be careful with one agenda in mind - to upgrade the skills of the officers.
Expose them to the new ideas and innovations happening in the world.
Give them an opportunity to learn
By the end of the year, he will accumulate 61 Hours of learning which is more than his working hours a week.
