If we're going to debate tariffs, let's be absolutely clear.
"WTO tariffs" don't exist.
Both sets are "EU tariffs".
The 0% apply to imports inside the EU & from free trade partners. The others are EU tariffs on imports from elsewhere.

They are the EU's tariffs based on its commitments in the WTO. No one else in the WTO has these tariffs.
(Technical note: "based on" = average MFN applied rates, not bound rates)
