Chávez paid for the advice of Castro's Inc. to destroy the Venezuelan political system, the country's economy, and its social fabric. Since 2004, a political structure dependent on the Cuban model of domination began to be raised. Today, finally, some are getting the memo.
In 1998, poverty in Venezuela affected 40% of the population, inflation reaching 20%, with 15% of unemployment, and very limited access to healthcare, 70% of the polulation was insured: bit.ly/30nQHhA
In 2000, under the so-called Civic-Military Alliance, operational-assistance plans were developed targeting the sectors with the greatest deficiencies, starting the emblematic Plan Bolívar 2000.
During that same year (2000), the Social-Energetic Cooperation Agreement between Cuba and Venezuela was subscribed.
In 2003, as Chavez was facing the possibility of a Recall, a structured political strategy based on a series of social programs addressing key problems among low-income sectors, started with the advisory of the Cuban regime, through the Social-Energetic cooperation Agreement.
Between 2004 and 2004, 13 social missions were created, under the advice of the Cuban regime, with the purpose of achieving the adhesion of popular sectors of the country: bit.ly/30nQHhA
Chavez was aware of the risk he was facing with the Recall, the social missions were part of his electoral strategy, for which he had Cuba deploying 20.000 professionals to assist with the first stages of the program: bit.ly/30nQHhA
El Nacional reported in 2013:

In addition to the Cuban "troops” of professionals deployed in the country, Venezuelan students and professionals traveled to Cuba to be trained in various areas of strategic interest, forming the Francisco de Miranda Front.
There is evidence of the support Cuba has given the chavista regime: @jcorrales2011 refers to as many as 40.000 cuban experts sent to Venezuela

@jcorrales2011 Cuban intervention was serious enough not to be taken as a conspiracy, it was widely known in the region, as @MoisesNaim shows here:

And more recently, the @nytimes reported a stroy of how Cuban doctors were used as political tools to manipulate Venezuelans for electoral reasons

nyti.ms/2CnZmXh
@nytimes Finally, today @BBCWorld has a story on Cuban doctors, detailing how the program employed tactics aimed at politically benefiting the government.
@nytimes @BBCWorld Probably we only have ourselves to blame for, but not by default. Chavez won in 1998 and since then, there has been Opposition to the regime, weak and flawed sometimes, but Chavez was called from the beggining for what he was, just like Maduro. Nobody listened.
@nytimes @BBCWorld Now it seems easier just to put the blame on those ‘third-world ignorants’ that didn’t know how to elect a president. You’d be surprised how we third-world countries no longer have a monopoly on that.
