Take an issue on which you only have the support of a minority of voters and provoke your opponents into talking about it in such a divisive and offensive way that you can turn your minority into a majority.

Just watching how emotional people get about social issues on Twitter, Putin could easily romp again playing all sides in 2020. We will lose our democracy if we don’t find a way to get him off of social media.
