At least the subtitle adds that is really about "a fleet of driverless cars working together" - so it is the cooperative part that is key. But even then.../
Whenever results are presented about the congestion (or environmental) impacts of self driving cars, it should always be clearly communicated whether the effects include "induced traffic". If self driving cars reduce congestion for a given number of cars on the road /
they reduce the cost of driving, and will induce new traffic. It is as if you would physically increase infrastructure capacity.
