For many reasons I haven’t said much about the Mueller investigation, impeachment, etc. but here is what I don’t understand:
If it is Justice Dept policy that a president cannot be charged or indicted, than the only option from the very beginning was impeachment.

That makes the Mueller investigation an impeachment investigation.
But impeachment is a Congressional responsibility, not an Executive Branch or Justice Dept. responsibility.

There is something highly flawed with having the Justice Dept investigate a president. It shouldn’t happen. Only Congress should ever investigate a president, because only Congress can do anything to a president.
And if Congress has no will to impeach, there is no point in an investigation.
That’s our system. Only Congress can discipline a president. And it’s possible that this is yet another responsibility that Congress has shirked, but that’s something the voters can fix.
