People think they can manage complex systems only to discover it leads to unintended consequences. I am still waiting for a prominent historian to write a volume titled "Ooops".
And we think the UN can manage something as complex as the climate. The space of error is far bigger than the space of correctness in most complex situations.
There are millions of ways to get an SR-71 wrong. There's probably far fewer ways to get it right.
