This is separate from litigation over whether the Trump administration can add a citizenship Q to the 2020 Census. The Census, at least in modern history, has been literally a count of everyone living in the US, citizens and noncitizens
Alabama claims it will be injured if undocumented persons are included in the count because it will lose congressional representation to states with larger undocumented populations, and also the state will lose federal $ accordingly
DOJ argued that Alabama's claim was far too speculative to confer standing. The judge said that was an argument to raise in a summary judgment motion or at trial, and at this early stage, Alabama had "plausibly alleged" it would lose a congressional rep
