The motion is a purely procedural one.

We've been here before and Labour has failed to support measures ruling out No Deal. This may be different - but wise heads will be sceptical and cynical heads will say this is just a stratagem to interfere with the Tory leadership contest
If the procedural motion passes (prediction: it will) the substantive vote will take place after Tory MPs have chosen the final two leadership candidates.

What does Boris Johnson do if Parliament then rules out his headline policy ('We're leaving on 31 October no matter what')?
