I am not aware of any Foreign Compact Clause litigation. Maybe we'll see a suit by the AG to bar the Canadian compact.

.@nikobowie I only found cases on the interstate compact clause. Is there a #SCOTUS decision stating that foreign compacts are treated the same way? The article I cited above suggests that congruence is merely implied
Thanks @nikobowie -- There are plenty of decisions from the states challenging executive agreements. Now we may get one in reverse!
