Firstly: UK Civil servants have to sign the far more draconian Official Secrets Act and EC Commissioners are basically civil servants.

The key clause appears to be the official's duty of loyalty to the Union.
Another clause confirms the right to freedom of expression subject to that duty.

None of this seems unreasonable for senior ex-staff in any civil service role or private business.
3/ lAlso you should consider the word "loyalty" has a slightly different meaning in the original French. It is more like "fair play" or "straight dealing" whereas in English it can mean blind obedience.

In Business, Confidentiality & Loyalty Agreements for senior staff are perfectly common: senior execs, law partners, Architects routinely sign them.

(Even without a CLA, it is a violation of the employee’s duty of loyalty to divulge trade secrets to a competitor etc.)

The Express are taking something commonplace, mundane and not unique to the EC at all and twisting it outrageously to spin a "corrupt EU " yarn. Usual baseless nonsense.

So lets look at "EU corruption":
7 of the world's 12 least corrupt countries are in the EU (+2 EEA /EFTA)

you can see that EU countries dominate the top 30... AND the longer a country has been in the EU the higher it is on the list.
