1 year after our report ‘From Daesh to ‘Diaspora’: Tracing the women & minors of Islamic State’ we provide a global update on the status of women & minors who became affiliated with #ISIS & those who have returned. We also highlight for the 1st time minors born into the group 1/
Here's some key takeaways from me & @GinaAVale 1) We now account for up to 52,808 foreigners due to those born into the group & better stats on women. Women account for up to 6,902 and minors 6,577 (31%). The data gaps for women and minors globally are still significant /2
2) Up to 8,202 persons now appear to have returned. Women & minors recorded in these has notably increased. Rates for women have almost tripled (up to 609), & states appear to be prioritizing the return of minors (up to 1,525). This is not without its concerns (see report) /3
3) Kazakhstan (94%), Uzbekistan (50%), Kosovo (48%), the US (47%) and France (45%) appear to have the highest proportion of recorded females and minors as returnees* /4
4) Perhaps most significant is the # of minors born to IS parents who now have to be accounted for, highlighting the scope of this inter-generational concern. Countries noting the proportion of those born there include:Belgium(81%), Bosnia(65%),Netherlands (63%) & Kozovo (40%)/5
5) But it gets better. 5,350 foreign women and 8,580 foreign minors are currently detained or incarcerated in SDF custody or Iraq prisons. These figures and the circumstances surrounding their detention is deeply problematic. /6
6) Justice to the victims of ISIS, recovery from conflict in the region, and the prevention of future security concerns must be a paramount consideration. This means governments must take responsibility for their citizens, including repatriating them to their home nations. /7
7) This means prosecution (part. for adults), rehab & reintegration as appropriate (part. for minors). This is an intergenerational concern & taking measured, thoughtful steps to address it today is best option to provide victims with justice & mitigate future security concerns
