this actually has very little to do with estimation, and everything to do with feedback loops, batch size, learning, and opportunity vs. intervention
this is why there are times a team can get by with only two buckets:

Very valuable -- amenable to iteration/experimentation
Medium value+ -- and guaranteed very small

yes, that involves estimation. But again, it is playing a different game.
