Here's 10 features that would help me find and make use of the data:
1) A good search engine that allows for filtering of content by data type, data categories, by dept., by geographic location and by licence.

2) A Primer for each dataset that includes a data dictionary, sample data and most importantly, a 'biography' of the data sets, meaning, who collected it (with contact info), why was it collected, who paid for it's collection, what's missing in the dataset, etc...

3) Show the most recent data sets added and the most frequently used datasets.

4) A project page with links to examples of how people both in govt and outside are are using the datasets.

5) A clear and easy to understand license/terms of use information including how to assign attribution.

6) Beginner tutorials to help people get started with accessing/downloading data and using it.

7) A glossary of terms (eg, GIS, Shapefile, SQL, Geospatial...)

8) A blog so the public can have some insight into how the portal is developing.

9) An API option to access data.

10) Some basic data viz views for each dataset so that users can get a quick sense of the characteristics of the data.
