You say Paksitan has "instigated" violence in Kashmir.

instigate: to initiate (an action/event), incite someone to do something (bad).

This assertion is a roundabout way of justifying India's repression as some sort of reaction. It is an affront to the victims of state violence
Pakistan did not instigate the Maharaj of Kashmir Hari Singh to brutally repress the movement for education, economic and employment rights for Kashmir's marginalised muslim majority in 1931.
Pakistan did not instigate Hari Singh to resort to killings of Kashmiris protesting for their rights in 1945, and subsequent Quit Kashmir movement and suppression in 1946, including the arrest of Shaikh Abdullah (National Conference), Chaudhry Ghulam Abbas (Muslim Conference)
Pakistan did not instigate Hari Singh to disarm demobilised Muslim soldiers from Rawalakot, Poonch and Mirpur in July 1947 and distribute them to Sikhs and Hindus to be used in future bouts of ethnic cleansing.
Pakistan did not instigate India to encourage the Sikhs to attack, kill and ethnically cleanse the Gurdaspur/Pathankot district of all Muslims, to stop it from acceding to Pakistan, thus securing the only land route from India into Kashmir.

Pakistan did not instigate India into invading and occupying the Siachen glacier in 1984z
Pakistan did not instigate India into constantly disenfranchising the Kashmiri people with puppet administrations and rigged elections, like in 1987, which precipitated the armed rebellion.
Little knowledge of historical facts is more dangerous than no knowledge.
