As I recall this happened also under May. Just as for her the main obstacle to a Withdrawal Agreement is Parliament. Just as for her no attempt is being made to change that. Just as for her the focus is on challenging a hard red line of the other side.
One strength of the EU in negotiating is that positions must be shared / debated with Member States - increasing the chances of them being robust. UK positions are the product of very little debate or scrutiny, increasing the chances that they aren't fully thought through.
Whatever happens in talks between UK and EU Parliament will have no more than 8 sitting days in which to scrutinise and debate Government plans. On a matter that will affect the country for years to come that simply isn't good enough.
