Serious question: Who bought these bonds and why?

Even the mildest acquaintance with Argentine political and economic history would indicate there has not been a decade of stability in the last century.
What are the incentives in an institution to do this?

Is it something about being able to say you are buying sovereign debt which is "safe" means you can't get in trouble?
Or is it related to negative yields, you have huge amounts of cash and you have to park it somewhere and you could park a lot in Argentine bonds?
