The Wall could shift from abstract culture war to painfully concrete losses in congressional districts.
BUT I'd expect Trump's SecDef to pick blue districts for the delays.

2/ ...if Trump needs to grab $2B in a single year, that's a lot of money, so he'd need to hit some blue districts in swing states. Or swing districts in safe states...
3/ ...and even outside those districts, will these cuts finally become concrete, salient, and a turning point for some pro-defense Republicans and independents in swing states?
Not a huge number, but 1% here or there could be decisive.
