THREAD
1. I'm on a long road trip & came across with #Ethiopia|'s 'home grown economic reform agenda' doc & tried to chew it but unable to swallow it neither as major economic reform nor as 'home grown economic reform'.
2. Without being bogged on how or what it is called, I will try to put my personal take & feedback on the the fundamental issues/flaws realted to to this reform. I remember a yr ago I've indicated what I think regarding major economic reforms should be undertaken in #Ethiopia.
3. General observation:
a) to certain degree it succeed to pin point some of structural constraints (still not the root causes)
b) it simplifies the complex economic issues and proposes simplistic reforms (it is like treating the fever without diagnosing the chronic infection)
4.c)lacks clarity in it's vision. In the document I can't find any measurable outcome & timeline/trajectory of the economic reform. Everything sounds like wishful thinking...Jobs, growth etc. It doesn't show how it's going to be achieved?
d) focuses more on Fx than human capital
5. e) The role of the government & private sector in future economic activities is still blurry
f) very myopic in sector selection. This's where the fundamental flaw of the reform falls. Focuses on 4 sectors as oppose to core function/ drivers of the sectors and the market
g) etc
6. I think the lack of granularity makes it difficult indicate where this reform takes the country & the people. Unknown whether it's going to reduce
- unemployment to <x%
- inflation to x%
- poverty below x%
Or increases
- income, education, health, living standard
??????
7. In my mind, inclusive economic growth needs at least these
a)very clear long term #vision (not like increasing growth...)
b) understanding #context of people's need, political & economic needs by Geo, economic potential & constraints etc (not by IMF &WB stats & desk reviews)
8. c) Real citizen's #participation in all corners of the country (not like 100 people in hotel hall)
d) #Experts (local, international scolars, academicians, business partners etc) scrutiny & thorough reviews of the reform agenda (not like few technocrats drafting the reform)
9. e) needs #incentives. What are the things govt willing to do to incentivise the economic agents to buy and implement the reform agenda
f) needs #budget (not like the devt partners will support).
g) needs commitment from all gov structures & communities (not only from PM)
10. CONCLUSION
For successful economic reform
1)Govt may need to redo it reconsidering the critical elements missing
2) Opposition parties need to follow the same process & table their economic reform agenda.
Then WE the people choose the best one for our country & ourselves
