Regarding nuclear power Germany and France live on different planets.
As attitudes in Germany and France towards energy differ, it's hard to see the EU moving towards a joint strategy to fight climate change -- beyond declarations.

China plans 213 new nuclear reactors ("planned" + "proposed"), India 42, Russia 46, Turkey 11, US 21; plus several under construction. Even Japan, despite Fukushima, plans 11.
With regard to nuclear energy, Germany is a clear exception in Europe and among advanced and even developing economies around the world -- not a model others are keen to follow, as many in Germany have hoped.

Most countries on the list plan to put more coal plants on line, with exception of US; Germany 1 in construction, 1 in preconstruction.
In total there are 615 new coal plants either in construction or in pre-construction -- 202 alone by China. In addition, China also promotes coal as part of its Belt and Road infrastructure project. theguardian.com/world/2019/apr…
