The Western position on Ukraine, developed in 2015/16 by Merkel and Obama and continued by the Trump administration -- Kurt Volker being a symbol and a driver for that -- is under increasing pressure.
Main reason is a desire by some in Washington and some in Paris (and quite a few in Germany) to "reset" relations with Russia -- towards a partnership with the Kremlin. Western support for Ukraine is an obstacle on that path.
