We recently carried out research into gendered online harassment, and submitted a paper to the Oireachtas Justice Committee calling for legal reform so that victims can take cases under legislation which is adequate to deal with this issue.

We found that most victims of online harassment are women. The perpetrators were most commonly found to be partners or ex-partners attempting to exert control. Examples of harassment included the use of spyware - intended for parents monitoring children - against women.
The case of Dara Quigley, who took her own life after CCTV images of her arrest by An Garda Síochána while naked on a Dublin street were shared, is emblematic of the problem of online harassment. The implications of her case - & widespread use of CCTV - are discussed in the paper
In the paper we deconstruct the idea of revenge porn. It's not pornography, it's abuse. It's not always motivated by revenge (which implies the victim is somehow to blame) but is frequently intended to violate a person’s personal autonomy, dignity, and privacy in a sexualised way
Tomorrow the tech giants go before the Justice Committee to answer questions on online harassment and harmful content.
In this paper we recommend that they should be guided by the UN Principles for Business and Human Rights in the regulation of harmful content.
