What happens if the Tories can't form a government is Johnson resigns. And as soon as they do that they will change their policy to a referendum.
As soon as the Tories change their leader and suggest a referendum, they know there's a majority for that.
Then it's a competition to see who can form a government, and Labour will have to offer a referendum as well.
