2. In doing so, they're also highlighting why so many public servants stepped forward: Because the scheme to shake down Ukraine wasn't policy. It was extortion, and something Trump wanted, but also he didn't want anyone to admit that's what it was. So there was a disconnect.

So, the GOP argument is basically that there's no issue here, since declaratory policy was completely jake - even though Trump himself was getting his goons to violate that policy without admitting it, purely for personal gain. And GOP "moderates" are okay with that.
