Some key questions here about process and terms of reference...
Will it is an open, transparent, process? Will all submissions, inputs, parameters, correspondence etc. be put in the public domain as soon as they are acknowleded? Really important for public credibility and trust...
What background decarbonisation scenarios will be stipulated? Just a nebulous "nett-zero by 2050" with no trajectory (and thus no fixed cumulative CO2/forcing)? Or a (set of) CO2 national quota constraints? ienets.eeng.dcu.ie/all-blogs/MASG…
Will decarbonisation "ambition" be limited to existing national or EU commitments? Even though we already know the existing Paris NDCs fall well short of achieving the temperature goals? That would be practically the definition of self-fulfilling failure...
Will the scenarios acknowledge global equity and "common but differentiated" responsibilities and capabilities?
Will the study be required to acknowledge and report the role of upstream emissions in fossil fuel extraction, processing and transport? And especially the distinctive risks of upstream CH4 release in the specific case of natural gas?
Will the study openly, and critically, review the clear exacerbation of energy security risk arising from current policies that deliberately expand total national energy use (yes, data centres, I'm looking about you)?
(NB: that's VERY different from transferring some existing energy use between sectors - e.g. from heat or transport into electricity - while, if anything, reducing aggregate energy use.)
Will the review engage seriously with the very specific opportunities for Ireland to lead in the deployment of P2X technologies, potentially greatly enhancing energy security while ALSO achieving rapid, deep, decarbonisation? stopclimatechaos.ie/assets/files/p…
Final (!) summary for now: there is no "energy security" without "climate security". An "energy security" review that ignores that simple, brutal, fact would be a tragic waste of time and political engagement. I really hope that can be avoided. ienets.eeng.dcu.ie/all-blogs/Ener…
