The DNC could, in theory, amend its rules for future debates to accommodate Bloomberg. (Say if you're polling above 10%, the donor requirement is waived.) But there's no particular reason to think the DNC itself will be a fan of the Bloomberg campaign.
Keep in mind that the subtext—hell, maybe just the text—of the Bloomberg campaign is to facilitate a brokered convention. It's "not competing" in the early states. Instead, it's hoping for a chaotic outcome there; then it hopes to create further complications on Super Tuesday.
