CJEU applies EU law on mutual recognition of financial penalties in criminal law - but on condition that any presumption is rebuttable and there were legal remedies available to contest the fine
EU law on cross-border recognition of financial penalties would apply for road traffic conviction and fine. European Arrest Warrant would apply if there was prosecution or conviction and a possible custodial penalty. Neither applies to USA.

(You might remember this happened before when the EU was, according to sources, definitely going to accept mutual recognition of financial regulatory outcomes. Definitely.)
