Between this and the "Hillary is the surprise Democrat frontrunner!" poll-manufactured story, you have evidence she's fantasizing about running, her sycophants can't say no to her, and they can still whip up media coverage out of thin air. But no, she won't run.
Every power broker in the Dem Party knows the IG report was only the tip of the iceberg with Russiagate. The Clinton mob is going to get walloped HARD in the months ahead. The power elite just watched Impeachment Theater wreck Joe Biden. They won't move their chips to Clinton.
Whatever her toadies and media fan club might be telling her, the truth is that rank and file Democrats are not happy with Hillary. They're furious at her for blowing 2016 and they're deeply skeptical she'd do any better this time around.
She would have a great deal of difficulty escaping the event horizon of the Bill Clinton black hole. Bill is toxic now, far more than he was in 2016. Dem primary candidates angry at her for trying to bigfoot them would have a field day with her role as Bill's enabler.
Most importantly, jumping into a primary as an 11th-hour savior candidate would require a TREMENDOUS amount of energy and charisma. Tired, bitter, tone-deaf Hillary doesn't come close to having the supernova star power necessary to pull it off.
And the one person in the Democrat Party who does have that star power, the one who could make the media collapse in a breathless heap and pant about history in the making, might still be thinking about jumping in. She and her husband have some bad old blood with Hillary. /end
