I highly doubt--especially given recent news reports--that we've made any progress in developing fuck-up proof systems, or less fuck-up prone systems, anyway--for safeguarding classified information. I wonder if we can. It should be a priority. berlinski.com/2016/09/12/the…
Relying on people to be careful about this and firing them/having a big national scandal only when they get caught obviously isn't good enough. That so many government employees can't keep their hands off their unsecured phones suggests the problem needs a systemic solution:
We can't rely on "only hiring responsible people" or "punishing people who screw up very horribly." It's clear we don't have a good ability to figure out who's going to be responsible, and the punishment doesn't deter sufficiently to keep this from happening over and over.
