In other words, the PM is about to massively enhance the EU’s negotiating position. They know he has to come away with something and he has no way out.
Or the way out to be would be to legislate again, which if the PM really had to, he probably would. Which makes this largely politics and positioning. Indicative though of the direction of travel. As I said earlier, anyone who thinks a pivot is coming is wide off the mark.
Either way, like many laws enshrining political objectives (George Osborne’s balanced budget, anyone?) it’s probably pointless.
