Hard to say of course because he doesn't mention any of the critics by name before moving to criticize "The servility of so much of conservative media in our time" and "partisans in the audience who want NR and other publications to function as party organs."
The people I thought he was criticizing also seem to think he was criticizing them, and seem appropriately pissed!
