BREAKING: Gov’t Accountability Office has concluded that the White House budget office violated the Impoundment Control Act by freezing U.S. military aid to Ukraine.
From GAO’s 8-page report: “Faithful execution of the law does not permit the president to substitute his own policy priorities for those that Congress has enacted into law.”
GAO also says its investigation was hampered:
“OMB and State have failed, as of yet, to provide the information we need to fulfill our duties under the ICA regarding potential impoundments of FMF funds.”
