Whoever leads in technology leads the world.
There's likely nothing America can do now to stop China taking the lead in technology across the board and once that happens American leadership will never be regained. Analysts talk about making America more 'competitive' but it's a losing game against a much bigger country.
If British officials are talking like this, imagine what it's like in countries without a 'special relationship' to the US. They don't care where their technology comes from. America has far less leverage over them. They can see the direction the world is heading in.
