Every rule that applies to broadcast television should be made to apply to media broadcast (or, for that matter, narrowcast without direct user request) over the internet.

In online advertising, each video stream operates as a one-off channel, making all video hosts meet the definition of one-way multichannel programming distributors.

If the regulations put in place by the FCC do not address online ads that blare audio at a significant difference in volume from the background content, they violate the spirit of the law.

IOW, on text based sites, volume is 0db; ANY advertising including audio violates the law.
