The government tells the Supreme Court that 500,000-600,000 migrants walked to go back to their villages from cities during the lockdown. "There was no necessity for migrants to rush to their villages" as their needs were taken care of by the government's "financial package" 
The government also says that due to some fake/misleading news on TV and social media "a panic was created."
It says the movement of migrant workers to villages can spread infection in rural India which has "remained safe" so far. 666,291 migrants have been provided shelter by various states and food given to 23 million poor, according to the central government.
But.... this is the most baffling part about the Central government's submission. Posting here without comments.
