public health looks at opioid prescribing from a top-down view, as what is the total national amount of opioids prescribed,

Making decisions based on lowering this number,

But they don't know what is happening to individual patients & don't make decisions based upon it

"the measure is reduction in gross opioid prescribing,
but we don't have any metrics to follow patient outcomes, & that is problematic" - @speakingabtpain
