1/38. Today is the eighth day of the #BonnClimateConference (#SB58) and it saw the closing plenary of the Technical Dialogue of the #GST, discussions on the #SantiagoNetwork, the continuation of the #NCQG’s 6th Technical Expert Dialogue and the first stocktaking plenary. 🧵
2/38. Today also saw a focus on #HumanRights with a number of side events and an action drawing attention to the key message that “there can be no #ClimateJustice without #HumanRights”.
4/38. From @LiguoriChiara of @amnesty: “We all know that urgency, the fears we are facing, and the #LossAndDamage. We need to be able to get together and participate in the decision making process.”

5/38. @CamilaZepedaL, Head of Delegation, Mexico 🇲🇽: “It is very surprising that at this time we are still arguing for #HumanRights [within multilateral processes]. We are facing harassment, surveillance and sexual harassment...Countries normally vocal are remaining quiet.”
6/38. "As a country we speak up and defend #Participation, defend #HumanRights, we are left alone in many negotiating rooms, including those discussing #LossAndDamage…We need to ensure for #COP28 that we have a safe space.”
7/38. Then at "Clarifying obligations and deterring harm: the power of international law to address #ClimateCrisis"* we learnt about the exciting international law initiatives that could help #LossAndDamage negotiations under the @UNFCCC.
10/38. “Earlier this year Vanuatu was hit by two category 4 cyclones in the space of 72 hours, our reefs are dying due to #OceanAcidification...we do not believe in blame but we do believe in accountability.”
11/38. Before Christopher Bartlett of @VanuatuUN 🇻🇺 gave an update on the #ICJAO4Climate: “The @CIJ_ICJ has received the request, states can now make submission in response to the two questions by the 20th of October 2023.”
12/38. And highlighted the resources @VanuatuUN 🇻🇺 is making available to those who want to submit: “Vanuatu has made templates and resources available to engage in the #ICJAO4Climate submission. Now is the time to reach out.”
13/38. We then heard from @alexraf about @fossiltreaty’s #FossilFuel Non-Proliferation Treaty Initiative, something can could play an important role in averting future #LossAndDamage by driving the rapid phase out of all #FossilFuels.
14/38. “Today, literally today, the 13th of June 2023, we are seeing the record of sea surface temperatures, the record of highest air temp, the record of low sea ice cover…The urgency of our actions could not be greater.”
15/38. “The #ParisAgreement did not include the words #FossilFuels, #Oil, #Coal & #Gas…The closest these negotiations have come is the #GlasgowCall (#COP26) which only talked about an unabated phase down of coal powered electricity. Which is one part of our #FossilFuel problem.”
16/38. “A report by @CA_Latest* released this morning has suggested that we need to reduce the extraction of #FossilFuels by 60% by 2030…”
17/38. “That means there can be no new sites of extraction, no new coal mines in Germany, no new oil, we can't have a new oil extraction in Alaska, and there can be no new gas, we can't allow European corporations to gas Africa.”
18/38. “And it is for that reason Vanuatu has proposed negotiating a #FossilFuel Non-Proliferation Treaty so that we can develop international institutions and forms or co-operation that allow us to grapple with those challenges…and with the issue of @HistoryResponsibility.”
19/38. We then heard from Anna Maddrick of @EcocideLaw on work to amend the #RomeStatute which the @IntlCrimCourt of the Hague has jurisdiction over— with a fifth international crime, the crime of #Ecocide.
20/38. “The crime if #Genocide was established in response to The #Holocaust…we are seeing a similar crime now —#Ecoside…The game changing power of this law kicks in, not at adoption, but at the moment people hear about it.” Anna Maddrick of @EcocideLaw.
23/38. This afternoon the third informal consultation on the #SantiagoNetwork for #LossAndDamage (SNLD) took place and it sounds like Parties have nearly finished a draft decision to send to the COP and CMA at #COP28.
24/38. While some Parties and Groups are still deliberating on the selection of the host of the SNLD’s secretariat, it’s clear that all Parties are committed to ensuring that the #SantiagoNetwork is effectively operationalized.
25/38. With the full operationalisation of the #SantiagoNetwork imminent, it is critical that the SNLD be provided with adequate and sustainable finance in order to provide much needed technical assistance for vulnerable developing countries.

27/38. This morning the closing plenary of the third and final Technical Dialogue (TD 1.3) of the #GlobalStocktake of the #ParisAgreement began.
28/38. During the session, the co-facilitators provided a summary of discussions during TD1.3 which included pictorial representations of the roundtable discussions.
29/38.The co-facilitators indicated that a comprehensive TD1.3 report will be available in August reflecting #SB58’s discussions. A “balanced and concise” synthesis report will be released in September including key findings, supporting findings, and supporting information.
30/38. The synthesis report will draw on discussions as well as submissions and the co-facilitators indicated that any agreed structure on the draft decision for CMA 5 at #COP28 will be taken into account in both the drafting of reports and in the summaries.
31/38. Key messages from Parties and groups on the expected outcome of the #GST included: the importance of scaling up action on all fronts, being aligned with the science to keep 1.5°C alive, building resilience, and addressing #LossAndDamage.
32/38. Many Parties and groups, particularly, but not only from developing country groups and Parties, also stressed the need for finance to be mobilised so that action could be ramped up at the scale needed.
33/38. Today also saw a #GST Joint Contact Group session during which some potential elements for the draft decision on the #GlobalStocktake were presented in an informal note which Parties reflected on:
34/38. Tomorrow will see another #GST Joint Contact Group session on elements for the draft decision of CMA 5 for #COP28.
35/38.The 6th Technical Expert Dialogue (TED 6) of the New Collective Quantified Goal on #ClimateFinance (#NCQG) also concluded this afternoon. During the season participants focused on “options on ways of framing the mobilization and provision of financial sources in the #NCQG”.
36/38. We are reliably informed that #LossAndDamage featured heavily in TED 6 discussions in both the plenary sessions and breakout groups and that representatives of the @LDCChairUNFCCC requested that a future TED focus on #LossAndDamage as a subgoal of the #NCQG.

1/25. Today is the ninth day of the #BonnClimateConference (#SB58) and it saw the continuation of discussions on the #SantiagoNetwork for #LossAndDamage, a number of excellent side events, and importantly the adoption of the agenda. Here are some of our highlights!🧵
2/25. This morning kicked off with three #LossAndDamage side events happening at the same time! Sadly we could not get to them all, but the good news is that there are webcasts with which to revisit them.
2/6. “When talking about #ClimateFinance, the issue of corruption keeps coming up and yes there is a challenge there. "
3/6. “But why are we just talking about developing countries, in developed countries we also have corruption, legalising lobbying is corruption, double counting #ClimateFinance is corruption.”
2/4. “All developing countries should be eligible [to access the #LossAndDamage Fund] and it is important to keep that language for unity. We know that it is LDC’s, SIDs & Africa that are going to be prioritised. Rich countries should trust developing countries to sort that out.”
3/4. “When we look at Pakistan, when we look at Colombia, Philippines, they don't fall in those categories, so how are you going to support them? If developing countries can decide, there can be a response when needed."
