This EO is commonly known as the 2 for 1 in that it orders agencies to cut AT LEAST two regulations for every one issued. But it also created a process of control.

EO 13771 orders the Director of the Office of Management and Budget Mick Mulvaney to control regulatory costs. (Sections 2 and 3)
In addition to the 2 for 1 rule there is this: "the heads of all agencies
are directed that the total incremental cost of all new regulations, including
repealed regulations, to be finalized this year shall be no greater than zero"
(Unless ordered by law or approved by OMB)
OMB will control regulatory costs through submissions and incremental allowances.

This EO creates Regulatory Reform Officers and Regulatory Reform Task Forces within each agency.

The RRO's and the task forces that they command are the agents of reform. EO 13777 orders them to use the following criteria to identify and eliminate regulations. (pg 2)
