Actually he reacted to Tucker Carlson show by creating a non-existent terrorist attack and using the non-existent attack as a punch line in a speech the following day. People did think that was weird.
2/ Here's the actual text of the article you cite as pushback against Trump "noting" immigration and crime in Sweden which was actually about Trump creating a terrorist attack out of whole cloth and then going agro when people said he shouldn't do that. 
3/ As this story developed, two months later there was a terrorist attack in Sweden. Trumpers said this retroactively made his original lie accurate, by the principle of Trump Dischronology. Byron may have been invoking this principle.
