The camera rebate program was part of @MayorBowser's terrible, unconstitutional, 2015 "crime bill" that was folded into the #NEARact. Since the Act passed in 2016, they have funded 10,000 surveillance cameras. In that same time, here's where other NEAR Act progrmas stand. THREAD
1/
Office of Neighborhood Safety & Engagement:
•funded 10/1/17
•still no website, flyers or ways to contact violence interrupters
•not fully staffed
•"hoping" to START serving HALF the people required in July
•didn't produce required report in Jan '18
code.dccouncil.us/dc/council/cod…
2/
Office of Violence Prevention & Health Equity:
•does not exist as its own office as required
•put it in pre-existing Offc. of Health Equity in @_DCHealth, which does not have a violence prevention focus dchealth.dc.gov/page/office-of…
3/
OVPHE con't:
•no info on development or implementation of coordinated public health strategy
•if there was a pub info campaign, where is it?
•no info on if specially-trained staff are at every DC emergency room when open
All were req'd by 3/1/18
code.dccouncil.us/dc/council/cod…
4/
Community Crime Prevention Team Program
•Requires AT LEAST FIVE teams of @DBHforRecovery & @DCHumanServ mental & behavioral health clinicians & outreach specialists with MPD officers, 1 team on duty at all times, by 3/1/18

•Has. Not. Even. Started.

code.dccouncil.us/dc/council/cod…
5/
CCPT con't:
•announced pre-arrest diversion program w/out any community input
•said it started in 2 places the 4th wk of April
•claim that's complying
6/
CCPT con't:
•did not produce required report to @councilofdc & no evidence @DCPoliceDept has started to collect required data
7/
Community Policing Working Group:
•posted report dated "July 2017" at mpdc.dc.gov/page/research-…
•but as of Sept. 2017 it was not there web.archive.org/web/2017090302…
•no info on what will be done w/ recommendations

code.dccouncil.us/dc/council/cod…
8/
Comprehensive Homicide Elimination Strategy Task Force:
•Mayor & Council had to appoint 10 ppl each by Oct 2016 code.dccouncil.us/dc/council/cod…
•Council named 10 on 12/1/17 drive.google.com/file/d/154ogrv…
•Mayor named first 5 on 2/21/17 octo.quickbase.com/db/bjngwr9pe?a…
•No info on 3 pub meetings
9/
CHESTF con't:
We are optimistic about the members of the TF, and appreciate @SafeDC's suggestion that it become a permanent Board/Commission, which we would support. However, we continue to be concerned w/ the lack of transparency & communication with this element too.
10/
Police-Community Relations Survey:
•Due by 1/31/17
•Has not happened
•No info on when it will happen or what will be done w/ the results
11/
PCRS con't:
•key finding of 5/16 @CCE_for_DC report: “respondents across all Wards and demographic groups most frequently expressed a desire for better communication and relationships with police officers.”
courtexcellence.org/news-events/pe…
•Yet MPD is still incredibly opaque
12/
Continuing Ed. for MPD Ofcrs:
It's good they're getting this training, but
•it's still less than the firearms training they get
•no training can stick w/out real accountability & culture change
•no info on if/how effectiveness is measured
code.dccouncil.us/dc/council/cod…
13/
Expanding Authority of Office of Police Complaints:
This is good. We hope it can be better.
14/
MPD Stop & Frisk Data Collection & Reporting
•Despite being law for 2 years & $150k in FY18 funding to do it, @SafeDC & @ChiefNewsham admitted in Feb/Mar that THEY HAVEN'T EVEN STARTED TO FIGURE OUT HOW TO START COMPLYING WITH THE LAW
wusa9.com/article/news/i… @EricFlackTV
15/
Crime Data Collection:
•Required to submit report to Council by 12/31/17
•submitted report dated "12/31/17" on 2/2/18 lims.dccouncil.us/Download/39642…
•report has info from after 1/1/18, demonstrating at least parts of it were not even created until after it was due
16/
Officer Retention & Recruitment:
•from Mayor's original crime bill
•implemented immediately
17/
Rehiring MPD Officers by DFS:
•from Mayor's original crime bill
•implemented immediately
18/
Private Security Camera Rebate Program:
•from Mayor's original crime bill
•implemented immediately
•gave out 10k cameras in 2yrs
•promoted at every public event but do no public ed for any other part of the #NEARact
The pattern of resistance, lack of implementation and communication, opacity, & misinformation seems to only apply to the parts of the #NEARact that weren't originally in the Mayor's terrible crime bill....
