From 1921-29 Hitler was just the guy telling the people that they got screwed in the Treaty of Versailles. He was just the guy yelling "Germany First."
Many agreed.

He would ramble on for hours on meth fuelled benders--yes, the Nazis gave the world meth and Hitler was given intravaneous doses often several times a day.

People wanted jobs and they wanted to be happy.
Hitler said everything they wanted to hear, blamed all the violence on the others.
Many, many believed.

He had the military.
He had the heads of industry.
He isolated Germany. Made allies enemies and enemies allies.
Facism didn't happen in Germany overnight. It was a process. A breaking down of systems.
