UPDATE: Per @NYGovCuomo, the girls that @joshrobin saw outside an East Harlem foster services provider early this morning are part of the approximately 2,000 kids separated from parents on the southern border recently.
Mayor Bill de Blasio is speaking LIVE outside the Cayuga Centers in East Harlem. He says 239 children are at the center as a result of the Trump administration's family separation policy at the border. 
de Blasio: "These children are across a whole range of ages. The youngest to come here, they told us, was nine months old."
