He's not pulling that out of thin air. That's what Republican voters say when asked about their lack of enthusiasm.

Think about what McIntosh is saying here, the irony of it all. Their reelection chances were the reason(s) moderates claimed to not support some of these policies, think healthcare. And what did it get them? Base fatigue, and a likelihood of losing anyway.
