... you can't rerun the referendum without a mandate but you could use a people's vote to ask a question that would give you the mandate to rerun it.

Me : No. You can't run a 2nd referendum without a mandate and there is no mandate. You either need a general election or permission from the electorate to re-run it or you decide to ignore democracy.

Democracy is not asking the same question over and over until you get the answer you want to hear. You need a mandate from the people to ask the question again and that currently does not exist.
